Essential to the advocacy toolkit is the flexibility to engage in broad-based, non-partisan advocacy efforts as well as targeted advocacy and lobbying–activities that span two distinct tax exemptions: 501(c)(3) and 501(c)(4). While some degree of targeted advocacy and lobbying is permitted under (c)(3)s, increasingly, fiscal sponsors are forming affiliated (c)(4) organizations to provide more robust support to movement, social justice, environmental conservation, and related mission areas.
